The group progressed from killing members for a higher purpose to assassinations of outside critics and, eventually, to larger and less-focused attacks. In July 1994, Aum members released sarin near a dormitory that housed three judges who were to rule on a land dispute between Aum and local citizens in Matsumoto who sought to prevent the group from entering their community. The attack killed seven people and injured several hundred, including the judges. The case was postponed, giving Aum another example of how it could use violent methods in service of its cause.

This insight provides a benchmark for measuring the level of effort a terrorist group must undertake to develop biological weapons and use them in ways that threaten indiscriminate mass casualties. Two significant sources, one of which cites Japanese National Police Agency (NPA) sources, describe how Aum sought to perpetrate indiscriminate mass casualties in 1990 with botulinum toxin. Three other equally credible sources, including two of the NPA White Papers produced in the two years immediately following the 1995 sarin attack, do not even mention this incident.

Given Aum’s large membership and its access to Russian officials, the idea that this knowledge came from Russia seems credible. 5 Getting the blueprint or formula from an external source may explain why Aum was able to produce sarin in such large quantities, why it was the agent they used with the greatest deadly success, and why Asahara refers to it in so many of his writings. His fascination with sarin may have resulted as much from the group’s possession of critical knowledge about how to produce it as from any historical or idiosyncratic interest.
