To ensure that we had sufficient heterogeneity in our sample, we randomly selected two contract actions from those contracting officers who were responsible for three or more of the contract actions in the initial random sample. Because we wanted to make sure that the largest contract actions were included in the sample, however, we made some exceptions to this procedure. All goods contract actions for more than $100 million were selected from the initial random sample, even if it meant that there was a contracting officer in the final sample with only one contract action.
