The sector has higher multiplier effects especially through forward linkages than other sectors, the actors in it are responsive to changes in incentives associated with the macroeconomic and policy reforms implemented so far; and with wide variations across crops overall agriculture has posted a modest growth performance after reforms but somewhat less than implied by the national accounts data. Chapter Two traces the evolution of public policy affecting agriculture and its impact on the sector’s performance in Tanzania.

This shift, rather than world prices or export liberalization, is responsible for 25–70 percent reduction in real producer prices of the main export crops since 1993. In addition, the appreciation has reduced the real producer prices of rice, wheat, and maize. INVESTMENT IN RESEARCH AND EXTENSION. Agricultural research and extension generate high returns on investment, as demonstrated by hundreds of rate-of-return studies. Because of externalities, relying entirely on private-sector research is not an option.
